This sauna has public shifts

A hot Russian-style banya. The sauna is paid at the checkout, where you get a plastic tag. The tag is given in the next room to the key attendant on duty. After changing clothes, the key should apparently be left on the key board, but no one requires you to do so. The sauna is right next to the river, and there are even steps down to the river, but you'd have to run out through the main door via the street from the sauna if you wanted to go swimming.
